ARNIE Global Handbook 
  from Why to How
 
 
  We need a new era of global cooperation with 
  culture as enabler! All major challenges are globally 
  connected and require common deliberation and 
  action. This requires more intercontinental local-to-
  local involvement beyond global politics and 
  international trade. The ARNIE handbook I authored 
  provides arguments, priorities and practical advice 
  towards updated international (cultural) relations – 
  from why to how. 
  I presented my brandnew publication in Bodø  – the 
  European Capital of Culture 2024 – followed by a  
  lively panel debate in the Bodø City Hall with Ida 
  Gudding Johnsen, Deputy Mayor for Culture of 
  Bodo, Marianne Bjornmyr, Artist & Director of Noua 
  Contemporary Art Arena and Rasmus Adrian, 
  International Cultural Manager & Director of the 
  Stormen Concert Hall – about the international 
  cultural dimensions of Capitals of Culture 
  (EcocNews) and related legacy options. A great 
  thank also to Salimata Togora from Mali and 
  Katherine Nedrejord from Norway/France for the 
  reading of their artistic dialogue on confined 
  frameworks with which people on the globe are 
  confronted.
  The ARNIE handbook for better international 
  cultural relations – was elaborated in the 
  framework of the strategic multi-annual EU project 
  Deconfining arts, culture and policies in Europe and 
  Africa promoting better cooperation between Africa 
  and EU/rope.
